PPP Agency Representatives Participate in Istanbul PPP Week

On December 6, 2021, the sixth Public-Private Partnership (PPP) Week opened in Istanbul, Turkey, which will last until December 10. Ms. Natalia Motsonelidze, Acting Chairperson of the PPP Agency and Mr. Levan Batiashvili, Senior Analyst of the Agency, have been invited to the event. The weekly program includes practice-based examples, discussions, presentations from different countries, as well as on-site visits to public-private partnership projects in Turkey (such as the Eurasian Tunnel, the Third Bridge, Istanbul Airport, several medical facilities).

The organizers of the Public-Private Partnership Week are the Turkish Ministry of Trade, the Council on Foreign Economic Relations (DEIK), the Istanbul Public-Private Partnership Center of Excellence, as well as the IFC, EBRD, IsDB and various well-known universities.

The main theme of the 2021 week is “Improving Public-Private Partnership”. The five-day event is attended by civil servants from 30 countries. During the conference, prominent practitioners in the field of public-private partnership, academics and experts made presentations on key topics, including: the leading role of the value for money method; restoration of sustainable infrastructure in the post-pandemic period; implementation of projects through public-private partnership – successful examples of the procurement process; monitoring the phases of project development and implementation of public-private partnership; show examples of airport, transport, social infrastructure projects; improving the process of public-private partnership; future of the public-private partnership mechanism in the infrastructure, etc. In addition, the delegates had the opportunity to present the state of public-private partnership in their own countries and discuss topics such as: mechanisms for attracting potential investors, creating a better framework for public-private partnership, as well as developing universal standards for large public-private partnership projects.

The representatives of the Public-Private Partnership Agency made a presentation and talked about the experience of Georgia in the following areas: public-private partnership process, regulatory framework, current and planned public-private partnership projects, etc., which will enhance interests of the potential investors towards Georgia in the future. The PPP Agency representatives also had the opportunity to learn from the best practices of other countries in the successful implementation of public-private partnership projects.

During the forum, the Acting Chairperson of the Agency and the Senior Analyst of the Agency held several meetings with the heads of public and private partnership agencies around the world, during which they discussed their experiences with current issues in the field of public-private partnership. Among the participants were the Director of the Public-Private Partnership Support Agency of the Ministry of Economy of Ukraine, the Chairman of the National Steering Committee on Public-Private Partnership of Côte d’Ivoire, the Portfolio Manager of the PPP Department of the Islamic Development Bank and others.

It is noteworthy that meetings were also held with potential investors, such organizations as Risen Energy Co., Siemens Healthineers, CivTra Consulting Pty and others. The Georgian party informed them about the macroeconomic situation and legal framework in Georgia, state support mechanisms and existing potential in various sectors.
